It's over 31 business days but I haven't received anything yet through ATIP

Let me try to explain and I can be wrong too. This is like officer A has worked on your file and has passed your file to officer B because officer A cannot make decision and only officer B can give a decision. It can probably be in queue to be picked by the officer B. You're in last stage but...

For your good, do not even call them. It's hard but wait for them to get back to you with updates in your account.

Probably it is waiting to be picked by other officer. trust me many people are facing this issue. This means there is nothing wrong with your application. I'm in the same boat if it makes you feel any better.
