Your correct but 2018 and 2019 chance are higher than 2020 application
A lot of 2020 application has been Deny they don’t share here or some other place but if you see the federal court or appeal you know how many people got denial
You mean chances of getting the AIR were higher for 2018-2019 applicants? Hard to see why it would be the case, but you are much more informed than I am about all these details. I never checked the information about appeals; don't even know where to check. But i can believe it, h&c cases are the hardest by all means (at least from what I know).

the approval rate in 2018 was 60% but I don't believe it was the best year for people who submit their H&C at that time.
there was a lot of delay in processing and things were more complicated in my opinion.
currently maybe the approval rate is lower than 2018 but I think the process and how the officers are working is better

Just received medical examination request (IME) for this H&C Case that first applied 12 months ago. She is here on visitor visa and applied directly to H&C without any prior application on the basis of not having any close family member in the country of origin. She has some health-issues as well.
So what do you think? What does an IME so early mean?

So what do you think? What does an IME so early mean?
Because she asked for medical exception so they need to check if she’s medically inadmissible before approval

Thanks. Do you know Is this a sign of an active process? If she is reported OK and not medically inadmissible, can there be any forecast on ETA?
Also does she need to report medical test if she goes to the final stage before COPR?

Yes! Once you get to medicals,your application have begun processing.So the way that it works is that,once the medical has been conducted,the medical examiner will then send it directly to IRCC.In the event the medical goes well,approval will be granted.After this medical,she’s not required to report any medical tests unless she just wants to send updates to help her case.I hope this helps

If you have medical condition that requires urgent care and/ medical conditions that can not be treated in your home country.You will go through a series of medical tests,periodically to show that the approval of your H&C is really dependent on your medical care.Because, if you get approved, you will be able to access medical care in Canada at no cost to you.If you’re found medically inadmissible, your case will take longer.This is not the best exemption to ask for unless it’s necessary because it’s very complex
