I have not submitted the application yet. I will be sending the completed application next week. I am only lacking in income requirement of about 1800$ for the year 2014.

I there a chance if i can add my brother later on next year in 2018 and showing that i meet the last 3 year (i.e. 2015, 2016, and 2017 income) requirement
In this case, you don't qualify at all. You must include your brother in family size, and meet that family size going back to 2014. Even if you're $1 short in 2014, your app will be rejected later on. It's a yes or no question if you meet income or not in all qualifying years, there is no discretion allowed by the visa officers.

You will need to try again for lottery in 2018, though keep in mind they may request 2014/15/16 income again if 2017 returns are not completed when they accept apps this year.

No, you can't leave dependents out of family size. It's mandatory that ALL dependents, whether accompanying or not, be included in family size for LICO calculation.

So you don't qualify to apply this year, and will need to hope they accepts 2015/16/17 incomes for 2018 lottery.

That is how the rules have always been. All parents + dependents are included in family size whether accompanying or not. So yes, unfortunately the new rules for dependets came at worse possible time for you.

  1. Count:Note: Children who meet the definition of a dependent child must be included in the calculation, even if you as a sponsor do not have custody nor provide child support.
  2. Count:
    • the number of persons you are now sponsoring and
    • all dependent family members of that person, whether or not they are accompanying.

I did not read in details the new rules on recent change to dependents age, or if there is any allowance to people that were effected to use previous rules. However my assumption is as of the day the rule was changed, everyone must follow that new rule for any app submitted afterwards.I would assume it's just apps already submitted before the rule change, that would be still able to use the old rule.

You can always ask around and get other opinions, as this is just my interpretation of the rules and how IRCC will enforce it.

Can you add spouse as co-signer to meet 2014 income?

I got married last year and sponsored my wife. she moved to canada this year. So she cant be a cosigner as she has never worked in Canada

I'd still send in the application excluding your bother since you're invited to sponsor under the old rules. If I were you, I'd submit as it's a grey area.

Here is the requirement, you need to have 3 years tax return papers which is mentioned below. if you are planning to apply for 2018, then you have to provide 2017,2016,2015 tax returns once you get 2017 returns. otherwise you have to show 2016,2015,2014 tax return papers

The Minimum Necessary Income requirement, which you must meet for each of the three years preceding the date of your application, is equal to the Low Income Cut-Offs (LICO) plus 30%.

Give it some time, could take a couple days. Once ready, try this:

use file# and last name
skip passport info
fill out all other mandatory fields
follow upper or lower case letters to match your application
for family size, count only adults who're including in the application (everyone being sponsored as well as the sponsoring side)

Where did you find the application number? i am trying to check ecas using receipt number but doesn't help. Can you guide me through on this please. TIA
The application number was in the acknowledgement email that CIC sent. For looking up in ECAS I used Client ID number and last name.
