It's really tough to know if it doesn't say Mississauga or wherever your VO is located. Does it say applocationhas been forwarded or received in the PDF body content?

Hi, in the pdf document it says "forwarded" and it was signed by CPC-M so I understand that that is not the AOR2. But later on, an email was sent saying "received" so I don't know lol

The one saying received should technically be the one. As long as your ECAS says "we have started processing ....", it should be at the VO 'technically '
