YUKON PNP Application form question confusion.

Hi Everyone,
My brother is applying for Yukon PNP and the one of form has following questions:

Have you ever applied for admission into Canada as an immigrant? Have you ever been refused admission into Canada as an immigrant?

He applied for study permit in July 2017 and was refused and he then re-applied in Sep 2017 and got approved. What should he answer to these questions ? What is the difference between Immigrant Visa vs normal Visa.

Study permit is for a temporary purpose, immigration is for a permanent purpose.
