Difficult to get a job offer from outside Canada

My younger brother moved to Yukon from Ontario and job market was good before pandemic but after that he and many other people got laid off. He has been looking for job since last month but haven’t found any. Hopefully Job Market will improve once this is over but chances are very low because Yukon is a Tourist based economy and I guess people probably avoid to travel for a while.

Don't get the part when you apply for these jobs in the yukon on cic job board it almost always says don't apply if you're not a p.r or citizen. How can some one from outside Canada apply to this ycp if this is the case. I some times wonder if this is where those sleezy agencies who charge ridiculous amounts of money to desperate people come in to the picture. As I see still most companies don't won't to get involved in hiring process even though limas are not even required in this program
