What course did you apply for? What are your previous studies, qualifications, etc?
 
Qualifications: Electrical Engineer with 4 years of exp.

IELTS: 7.5

Applied for Pilot training

Yeah, that's a bit of a departure from your previous experience. You would have to show why you've suddenly decided to become a pilot after spending years as an EE. A strong letter of explanation can do this.

For example, if your father was a pilot and you've always wanted to be a pilot, and now you've finally saved up the money to apply.. that sounds reasonable.

It's not sudden I've been wanting to become a pilot ever since I was a kid. Pilot training is quiet a costly affair so I decided to take care off the finances independently without being a burden on my parents.

An engineering degree with experience serves me as a backup in the fluctuating world of aviation where people lose jobs overnight.

You need to write an LOE addressing each point of the refusal.

your qualifications, previous studies, employment, level of establishment, language abilities, or your future prospects and plans.

Take some time to draft a strong LoE. Talk about job prospects in your home country, show that you have a strong plan for the future. If you've always wanted to become a pilot, I assume you are passionate about aviation. Show that passion, combined with practicality.

The qualifications isn't such a big deal since engineering -> pilot isn't that much of a stretch.

You have to prove to the officer that you are a genuine student who has chosen to become a pilot for good reason, and who will leave Canada at the completion of the course of study.

Good luck! Your case isn't impossible by any means.
 
Your explanation is what you should have included. I read that there will be a shortage of commercial pilots in the future. I would also talk about the booming airline industry in Asia as more and more people are able to afford to fly so there will be a demand for your skills.
