Has Canada started considering Yemenis as refugees when they arrive at the airport with visit visa from a 3rd party country?
what are the chances of getting approval/rejection at the airport? appreciate any feedback.

To my understanding, Canada has yet to apply the exemption to Yemenis. As of you chances to get refugee status from airport that is risky choice.
At first you would have be to recognize by the UNHCR to apply as refugee to Canada, that's why this petition is in place so all Yemenis to be included in the exemption rules for G5.

Please note that the Canadian Government has ended the temporary exemption for Syrians and Iraqis. The official notice is posted here: http://www.cic.gc.ca/english/department/media/notices/2017-01-25.asp

This means that unless the refugee applicants have recognized refugee status from UNHCR or the country where they are currently residing, they are unable to apply through the Group of 5 or Community Sponsor stream.

someone could come to Canada as a visitor or holder of TRV/study permit/work permit etc. and claim refugee once his plane has landed at Canadian soil.

You would think it's that easy, CIC has higher rate rejecting TRV for Yemenis, at least the few I know off
