Years of work experience in NOC but uni degree doesnt match?

The primary applicant has a Bachelors degree in arts from England (ECA ok) but her 9 years of work experience is in management
NOC 0114


"Employment requirements:

A bachelor's degree or college diploma in business administration or a related administrative services field is usually required."



She doesn't have a bachelor's degree in business administration, can she use this NOC code for her experience??
 
There a few posts on this topic, mixed opinions.

The job duties match 60 to 80% of the NOC selected but the degree is not in administration as specified by the NOC search page.

This doesn't matter as there i no requirement from CIC for foreign education and experience to match. The only instruction with regards to selecting an NOC is as follows:


" (a) must specify in their expression of interest the four-digit code in the National Occupational Classification that corresponds to each of the occupations they have engaged in while accumulating their foreign work experience; and
(b) must have performed the actions described in the lead statement for the occupation as set out in the occupational descriptions of the National Occupational Classification, as well as a substantial number of the main duties, including all essential duties, as set out in the National Occupational Classification."

HI,
I applied in 2014 for procurement manager but my application got rejected after an interview, visa officer was not satisfied with the interview related to work experience. Can I file immigration again but on different NOC0114. Will they consider previous experience ? is it wise to apply?
