Yes, it is visitor visa. Using it you can come to Canada for 6 month. But you can also apply for an extension for 6 more month. I think the major question is: can I live in the country other that US while my application is being processed or I have to transfer it to the place where I live?
 
No, you don't have to live in the US. You should only be eligible to apply to Buffalo at the time you apply.
 
Remember interviews are sometimes conducted in the US and also you might need to come over to the US to have your Visa finally stamped on your passport. I guess you can stay in Canada while your Visa is processed but consider whether you have the option of a US return if needed. Just my two cents.
 
What could be the scenarious in case I don't get US visitor visa to come for the interview of stamp PR? Would it be possible to transfer my case to any other country? If so, what kind of delays may it cause?

I think your decision is right. You can leave your case at Buffalo CHC, and follow it up from India after you return here. I did the same. I filed for Canadian PR, while I was in Chicago, and had to return to India after my project got over, but I didn't transfer my Canadian PR file to India. I started following it up from here, and it works fine for me, except for the delays at the Buffalo CHC.

I m currently residing in USA, I m planning to send my initial application to NS, If my project ends I may need to go back to india. I see lot of waiting time for second stage in Buffalo than New delhi.

1. Can I apply from here and mention the VISA OFFICE as New Delhi ?
2. If I stay back here in USA, will my application cause any issues or only interview I need to attend in delhi ?

please advise.

In the meanwhile I got my GC... Canada is too late!

Anyways.. Today I got a email stating my case is transferred to Detroit!

I will be withdrawing the canada PR very soon ( as soon as i get time)
