My friend's Work permit expired and he applied for extension, but got rejected due to delay in LMO results arrival. He applied his PR and got file number too.

Can he stay in Canada and apply for BOWP?

in order to apply for the BOWP, your current work permit still has to be valid. so, your friend cannot apply for that any more.
he has to stop working. and can stay in canada only if he applies for a visitor status. otherwise, he has to leave. he does have 90 days to get the LMO and apply to restore. but, he cannot work.
 
As already mentioned, this is just to confirm, in order for being eligible for BOWP your current WP has
to be about to expire in 4 months. So, NO, without a valid WP you can't apply for BOWP.
 
Is there any where he can know the LMO status or progress ?
 
I think his employer, or whoever applied for LMO, can contact HRSDC and ask for details about the process.
 
How can he apply for his visitor status? Should he apply online or go to border/CIC office ?
 
Well I'm not suggesting anything here but I did see couple users in this forum successfully applied for a BOWP even if their previous WP/PGWP has already expired on the date they sent out the BOWP application.

Though they seemingly all received the AOR.
