Would my mother need a Police Certificates from Canada?

Hello friends,

We are in the midst of the family class sponsorship - parents application. We received additional documentation request from the Hong Kong office a few days ago. One thing that jumped out was the request for police certificate. Main question - Does she need to provide the Police Certificate from Canada?

Original text below:

For the principal applicant and all dependents 18 and over, whether accompanying you to Canada or not:

Ø Updated Original police certificates from each country in which you have spent 6 months or more since the age of 18. For instructions on how to obtain police certificates for specific countries, click here: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how.html.
If you are unable to submit police certificate(s) within the 90 day deadline, submit proof of having applied for the certificate with your package.

Two concerns.

1. My mother has visited Canada for a few times over the past few years. Her accumulated time in Canada is greater than 6 months. However she had never stayed for 6 consecutive months.

2. Considering this is Canadian PR that she's applying to, do applicants need to provide Canadian police certificates in general? The CIC website here says in: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/canada.html
Applying for permanent residence
You don’t need to provide a police certificate when you apply for permanent residence in Canada.

Question: Does she still need a police certificate for Canada, considering: 1) no 6 consecutive months; 2) what CIC website says above?

If a Canadian PCC was required, it would have been specifically requested.
