One more question, i am required to proof vlaue of 23000 CAD and at the same time i am not allowed to bring more than 10000CAD in cash through airport ? How this can be resolved ?

You can carry/bring more than $10,000 you just have to declare it when you land if the amount is more. If you carry more than $10,000 and do not declare and customs finds outs, then you can be fined or the money can be seized by them.

You do not have to carry all your $23,000. You can show the same documents you showed for proof of funds while applying for Express Entry even though it is in home country bank account. And then open a bank in Canada and get it wired.

It's Customs and not an Immigration concern if you do not declare it. Immigration is only concerned whether you can lawfully enter Canada and not what you bring in to Canada. If will be landing as PR first time. I would suggest to bring as much as you can carry with you and another accompanying adult if applicable. Wiring can be expensive. Good luck.

Yes its customs and not immigration at the airport. Wiring can be expensive but it is a way for someone to transfer who do not wish to carry large amount. Just keeping it out there for people who would like to go with that route.
