I need a working permit
Get a job offer. Get the employer to file and pay $1k for a LMIA. The LMIA proves no one in Canada can do the job only you. When you get LMIA, apply for a closed work permit. Depending on the job you may need to get ECA for your education and will need IELTS to show language proficiency.

Is it possible for an employer to give out a job to someone in Canada after a LMIA Offer has been given to a foreign worker?

A friend had a LMIA Offer via an agent. His visa has been approved alright. After informing the agent when he will be coming, a mail from the employer was shared to my friend via his agent with the employer stating that the job has been occupied due to the long processing time. Has someone heard of this before?

Yes, the employer can do that. Basically the employer has found someone in Canada and no longer needs the foreign worker to fill the role.
