Working Legally during Work Experience

When i am inserting my work experience the form is asking me 2 questions

"Were you working legally during this time?"

and

"Were you doing full time studies during this time?"

What does these question intend to ask me?

The idea is to understand the work experience you are claiming you have gained was on a valid work permit and this work experience was not gained during your studies.

If you're not sure you were working legally, can you just not put the work experience there and after mention it in personal history... technically you're not lying then!
