If someone is on open work permit can they do three full time jobs at a time? Around 97-100 hrs per week?
Will that be a problem while applying PR?

Sure - they can do that.

This won't be an issue in applying for PR. However you can only claim 1 week of work experience for each week regardless of how many hours you have worked.
