Hello,

I have a question about this program of International Experience Canada. I was wondering whether Working Holiday applies also to people who already have a job offer?

Your question isn't very clear.

If you meet the requirements of the Working Holiday Visa program the you can apply regardless of whether you have a job offer or not.

Depending on the country, sometimes here is also a Young Professional stream of the IEC program specifically for people with job offers.
 
According to the CIC website I'm eligible. Just wanted to make sure that having or not a job offer does not make any difference?

Thanks, scylla. I guess the problem with this programme is that applicants are randomly selected to apply for a work permit. Hence, it may take some time before being invited to apply (assuming the candidate will be picked sooner or later!).

Yes - it's random. Depending on the country - not all applicants are selected. For example, the UK program is way oversubscribed.
