Working for two companies; one full time and second 24 hours/week( from home)?

I got a job in Bank as a full-time Application Developer, but I am also working in a College as a Developer too. For the college, I do work from my home, I have to complete 24 hours/week.

But in my offer letter from the bank, they have mentioned that:- "You must not engage in any other business or paid employment without the Company's prior written consent".

I am really confused about whether I should work on both sides or quit from one place.

Sounds like a standard contract clause to avoid any conflicts of interest so you might have to choose between working for the bank or the college unless you inform the banks HR or at least ask the question to avoid getting fired by the bank if they found out for breaching the their terms of employment. I expect although I am no legal expert but I would guess somewhere in the bank contract there is mention of intellectual property rights as well given you are an application developer.
