Hi I am a H1-B visa holder in USA with a Canadian permanent residence approved in 2020. Recently I came across this article (https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1466&top=10) stating that my time abroad will be counted towards permanent residency if I work for a Canadian based organization outside Canada . If I work for a Canadian based I.T firm like CGI in the USA will my time be counted towards Permanent Residence in Canada. I would like to know if anyone has more knowledge on this topic.

Short answer is no for the situation you've described. In order to count, you must first be hired for a role in Canada (with the company's Canadian operations) and must then at some point in the future be temporarily transferred to a role outside of Canada. If you are already working outside of Canada then it doesn't count.
