work without work permit

hello.
i am religious worker in canada.
but i don't have work permit.
the religious institutions considered my work as a volunteer.
on the same way they gives me salary on every 2 months.
can i file PR under cec??

You cannot , to file under CEC , you need your current status as worker, or your status should be worker to claim the points.
You will get in legal trouble for working without work permit.
