First you need to find an employer in Canada who is willing to give you a full time job offer. Next that employer must obtain an approved LMIA. Once the LMIA is approved, you can then apply for a closed work permit tied to that specific employer.

In my understanding that is totally impossible because employers in Canada give preference to hire residents and citizens. Is there any other option? Can't we apply without job offer on temporary work visa.

Sometimes there are other options. It depends on your profile.

- You might qualify for a working holiday visa depending on what country you're from and how old you are.
- You might qualify for an open work permit if you have a spouse/partner who is a Canadian, who is in Canada on a work permit, or who is an international student in Canada.
- You might qualify for a work permit if your company in your home country has a branch in Canada and is able to transfer you from a job in your home country to a job in Canada using the ICT process.
- You may qualify for a post graduate work permit if you have completed post secondary studies in Canada that are at least 8 months in length.
