You need to secure a job offer with an employer in Canada first and that employer has to get an approved LMIA. Once you have the job offer and approved LMIA, you can then apply for a work permit.
Be careful of job scams. There are many out there. If someone offers you free accommodations / food / flights as part of the job offer or asks you to pay money for a job offer, then it's a scam.
Find a job in Canada, get a job offer and have the employer pay $1k and file for a LMIA proving no Canadian or PR could be hired. Then you apply for a closed work permit.
