By applying for jobs! Do you mean LMIA? Or do you mean a regular job offer?

So you have a lot of options. Before applying for jobs in canada - they generally ask you for your status in canada
You can apply for work permit and then land up in a job to work full time
You can apply for PR (express entry) and again work full time
If you are looking for applying for jobs before applying for any visas- there are few companies who give LMIA (valid job offer) which may increase your points for PR as well. For applying to those companies or receiving LMIA, you generally need to go through the process with a certified agent

Now suggest how to get work permit and job offer from employer in Telecommunication field
There's effectively zero chance you'll be successful in finding a job since employers aren't willing to go through the LMIA process which is required to hire you.

If you want to work in Canada, you should instead focus on applying for permanent residency.
