My work permit was expired in Mar 2016, and i am currently on visitor status. Is there any chance I could apply for work permit again ?

With approved LMIA, yes. Assuming you've already used your PGWP.

i checked IEC but it doesnt apply to me because my country is not eligible in the program. is there other ways ?
