Does any body can explain this case my friend on work permit since one year now he want to apply for immigration does he need ielts or not does 67 point system for him or no need someone told me that if someone on work permit he does not need ielts and there is no 67 points for him, i don't know plz explain i will be very thanks full to you.

Being on a work permit does really has very little bearing whether or not he needs IELTS. If his mother tongue is not english, his best bet is to take the IELTS to be on the safe side. Having a work permit (or study permit) and working (or studying) in a Canadian institution that uses English as its primary mode of communication only strengthens his (your friend's) case that he does speak English...how well? Nobody knows. Like I always advise people, take the IELTS if you are just boderline over 67points. You never want an IO to turn your application down because he/she thinks you have "basic proficiency" while you claim "High proficiency". You do not want to give that discretion to an IO.

CIC is tightening the rules on submitting IELTS - If English is not your first language, and you do not submit test results, your application will be rejected -

Drooza, if your friend wants to apply through the skilled worker program, he or she will need 67 points. (And the IELTS).

If your friend wants to apply through the CEC program, there is no point system, but needs 2 years of work. (And the IELTS).

your friend should get up-to-date information from CIC, not "someone."
