My temporary work visa was recently rejected with the following letter:

Thank you for your interest in working in Canada. After careful review of your work permit application and supporting documentation under the International Mobility Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• You failed to provide sufficient evidence of eligibility for a work permit under C10 LMIA exemption.

You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.


I'm not sure how to interpret this. I provided a reference number from my employer on my IMM1295. The reason seems vague to me. I'd appreciate any help. Thanks in advance!

How is the job LMIA exempt?
 
The NOC code I was provided is 2173 - software engineers. The position I was accepted to is a research internship at a university-affiliated lab

The NOC has nothing to do with whether it is LMIA-exempt or not. Very few jobs are actually LMIA-exempt. I don't believe that internships fall under any exemption but you and/or the employer should do some more research.
 
I'm fairly certain that the job is LMIA-exempt. There are many other international students in the lab who were hired for the exact same position, and were VISA approved.
Assuming the position is LMIA-exempt, what does this mean for the reason I was rejected?

Submit more proof that the job falls under an LMIA exemption.

What would qualify as more proof? I uploaded the "LMIA-exempt Offer of employment" forms sent by my employer, along with an acceptance letter and information about my employer's institution.

You should ask the employer if they have had others approved already.
