I applied for a WP (new employer) from within Canada and at the same time, I applied for PR. I was reading the requirements for WP application and I found that - "prove to an officer that you will leave Canada when your work permit expires".

This is not the case as I applied for PR. Will it affect the decision on either of the applications?

No, it's a closed work permit. I came on a work permit in 2017 and just sent it for renewing with a new employer.

You're fine. Having a work permit while you've applied for PR is called dual intent and it's completely valid.
