Hello! I'm planning on submitting my application for permanent residence (in-land, my wife is sponsoring me) in about a month or so. I was wondering if I could apply for an open work permit at the border because that does seem to be a faster way. Thanks!

No you can't.
When inside Canada, you would fill out and submit an OWP application and submit together with the PR app. You would get the OWP in the mail in approx 3-4 months later.
