Yes she can travel. Do both you and your spouse have WPs already? Finding an employer with an approved LMIA and getting a WP has become much harder due to covid and higher unemployment in Canada. Processing times are much longer as well. In order to not need special authorization your wife must travel with you or show she has a job in Canada.
