Work permit for visitors?

Does anyone know if I can apply for a work permit while waiting to give biometrics to get my visitor record? Or I still have to wait for it? I am not sure what status I am now.

Forgot to mention. I came as a visitor. I don't know if I am on implied status or still as a visitor while waiting for my TRV (6 months have passed already).
