Work Permit for Level O position

Hi,
I have a job offer for Level O position, The offer is for BC office of the company.
However due to some office rental space issues, the company wants to issue me an offer letter for their ON office for the work permit.
My question is if the work permit is obtained for ON , will I be allowed to work from BC office once the BC office issues are sorted out, considering the work permit is for a Category O position.
