Work permit extension refused

Hi,
I have couple of queries and seek members help on those.

1. My spouse has provincial nomination and had applied for work permit extension as our permit to be expired on 10th July 2019.

2. On 12th aug 2019 our application was refused based on $100 fee shortage and guided to restore the status

3. Following day we applied for restoration of status and open work permit based on NOC A category job and AOR for PR details

4. It’s been one month post application we heard that we require to have closed worked permit instead of open work permit.

Kindly guide if we are eligible for open work permit and can restore our status as worker.

We have found out that as per provincial nominee we have LMIA exempt job number. However in my initial restoration application have selected type of work permit as open work permit. Called CIC for updates and send through webform the details. Is there any better way to deal this
