I got my 1 year work permit after 1 year of graduate study. Right after I graduated, my program became a 16 month program. My school is willing to provide a letter saying that my program is equivalent to 16 month program and I used 12 months to finish it. Can I use this letter to extend my work permit?

I do have an employer right now, but my current employer won't apply a LMO for me. Therefore I need time to find another employer.

If, I get rejected on work permit extension. (by the time, my current work permit might have expired already.) Can I apply for a study permit with an offer letter of a school after the work permit rejected?

It doesn't matter that your program has now been changed to a 16 month program. What matters is now long you studied. Since you only studied a year you are only entitled to a 1 year post graduate work permit.

Yes - you can try applying for a new study permit.

Note that you won't qualify for a second post graduate work permit since the PGWP are only approved once per person.
