Work permit expiry date

Hi, i have question about the work permit expiry date. It says i need to apply for a work permit to CIC before 2013-12-20, so i did what they said but the problem is they refused my application and its already 2014-01-08 today, does it mean that i cant apply for it once again and i need new lmo? The problem with my application was that i couldnt apply for it inside of Canada but i didint know. Thanks and waiting for answer.

If your LMO has expired then you need a new LMO to apply.

So looks like i need new lmo. What about if its their fault a bit, cuz it supposed to take 17 days to get the answer if youre applying online, but this time it took like 35 days. Does it count? Is there anything i can do about the expired lmo? or just applying for new one?
