work permit at port of entry canada edmonton

i m from india willing to travel for work in canada .i have received valid work visa as pipe fitter on 15may2012 on name of "x" employer . but employer told me to stay back in india till next information.between this period i got offer from another employer from edmonton canada who saying to travel canada & pay 150$ show our offer letter& get work permit at port of entry & join ur job, is it possible? can i get work permit at port of entry edmonton on the name of this new employer by paying $150? can i work for this employer on this work permit & there will be no issue of immigration dept? pls help me to know this
