Work Permit and Student Permit submitted September 2017

Hi Guys! My sister-in-law was nominated under SINP and her employer wants her to be here prior to receiving permanent resident status. So the government of SK issued a SINP work permit support letter. She is currently in Bahrain together with his husband but their children are in the Philipines. She applied for a temporary work permit and student permit for their children last September 2017 and received medical request last February 2018 and took their medical separately. (Spouse took their medical in Bahrain and their children in the Philippines). As per CIC website, the processing time for a temporary work and student permit is only 5 weeks but until now we have not received any update. They are worried now. They have a representative but this representative doesn't do anything. She is relying what the CIC update on the GCkey account. Can I email Manila Visa office to follow up what is the status of their applications? or should be the applicant will email them? Thank you.
