An international student has written his final exam of the final semester and winter break has finished. Now he is waiting for his transcript (official letter confirming that he has completed his study and fulfilled all the requirements to get degree). My question is that can he work off campus until he receives his transcript? I understand that once he gets his official letter and he applies for PGWP then he will be eligible to work while waiting for decision of work permit application but the question now is whether can he work off campus while waiting for official letter from the institute stating that he has fulfilled all the requirements of degree. Please note he is expecting the official letter in mid of February.
