Hi there,

Is it ok to put decimal hours (because they were averaged) for work experience in EE profile and as long at this figure matches the one in the experience letter?

Yes and as long as it is >30Hrs./week for full time employment.

Yes, you can use the "To Whomsoever..." but it's not necessary though.

Thank you. But why does it have to be more than 30 hours? Why can't it be part-time decimal hours average?

Because cic only deem 30+ hours as full time.

Yes, thanks for that. But my question was not about full vs part time. My question was about whether it is acceptable to CIC that my profile indicates something like "13.42 hours" for weekly work hours, this being consistent with my experience letter (ie indicating same figure). In a nutshell, is having a comma ok?

Yes...For part time any figure <30 Hrs./week is ok, with the only repercussion being the lower the value per week makes you need to work longer (in terms of months & years) to fulfill the minimum of 1yr. work experience requirement.
 
If you are to be eligible under Canadian Experience Class (CEC) - then the your experience must be
at least 30hrs/week to be considered as full time for 1 year
at least 15hrs/week to be considered as part time for 2 years
If you work experience is a mix of full time & part time then 1560 hrs has to be met to be eligible for CEC.

Anything less than 15hrs/week is not accounted towards your experience.

I don't think it is wrong, I know it is wrong as I've helped people who claimed less than 15 hours per week and who already received their PPR.

saying it has to be "at least 15 hours per week" is an incorrect statement.
