This query is in regard to work reference letter with duties. My previous employer (3+ years exp) already issued me a one-time skill certificate long ago that has incomplete list of skills / duties. This was issued for a different immigration - US GC process. Now my employer will not issue another skill certificate (they were very explicit about it when they issued it). The skill certificate document I have does not list the duties in detail. It also gives the idea that the job duties were primarily related to NOC 2173 (since that is my current job duties and they wanted proof of that), but I also had other duties (NOC 2172) which were more than my NOC 2173 duties. What are my options in this case? If I just submit the skill certificate, it may come across as misrepresentation of facts since it does not talk about NOC 2172 duties. If I do not post the skill certificate, can I provide the same explanation in a letter of declaration?
 
IMO, work with what you have. If the skills certificate was issued after you completed 3 years work experience, you’re only claiming 3 years work experience points and has all the requirements IRCC is looking for, then use it. Declare the NOC that matches with your skills certificate which is 2173.
