Work experience for CEC requirements

Some background information:
I have ITA in CEC class. I studied in Canada and finished my program in December 2015. I applied for a PGWP in January 2016 and started working full time. I took parental leave from January 1 2017 to present. My record of employment from my employer certifies that my official employment start date was January 9 2016. My PGWP was issued on January 6 2016.

My question:
I understand that I need one year of full time employment to qualify under CEC. Since I did not work the first week of January 2016, I am wondering if I still qualify for CEC under their definition of full time work over the last 12 months?

My record of employment shows 2631 insurable hours. The Express Entry questionnaire and the later questions only ask about months of employment and not specific dates. It is also my understanding that parental leave does not count towards the work experience requirement. If necessary, I can postpone my application until I return to work for a week so that I have 52 full time weeks, but would rather submit sooner than later.

I have given my opinion on your eligibility elsewhere, but in your previous post you stated that your start date was January 5. Now, it appears that was not true, and your start date was Jan 9. That is nearly a week's difference, and FWIW, I believe that difference is significant, and IRCC will not accept this as meeting the minimum entry requirements (MEC).

I am also confused as to how you could have applied for your PGWP in "January 2016" and receive it on January 6, 2016. That would be a world record in processing time. : )

I should have revised my post. I later realized my PGWP was issued Jan 5 2016. I clarified elsewhere that I applied for PGWP at a land border, so I had my application assessed in-person and the permit was issued minutes later. Consequently, my start date was also Jan 5, to match my PGWP.

Please hold onto your file until you have a complete 1 year work experience in technical terms.
I have read in a refusal post, a detailed message from CIC agent which stated how he calculated the number of hours/days the applicant worked and because the applicant filed his application 7 days early, the agent rejected and asked him to file again.

I am leaning towards waiting as well. No need to risk $1000 for a couple weeks wait. I have a good CRS ranking so I am certain I can get in on a later draw.

On the bright side, I nearly have all my documents prepared. Do I need to wait for ITA before getting upfront medical? I know that this should be the last thing to be done, but I need to reschedule mine.

You can get the upfront medical done now, no need to wait on it. Its valid for 1 year i've heard. An ITA is not required by the doctor.
If you spent time in canada, also get the RCMP check via fingerprinting done if you haven't done so. Costs about $50 and is valid for 3 months.

Are you still on leave? Unless you anticipate making up the extra work time right away, you should not do the medical exam right away, because they do expire in one year, and if they expire before your application is finalized, you have to do it again.

Yes I am on leave, but I return to work the week of March 13. I will probably then submit new EE profile the following week. My medical is scheduled for Feb 28; should I reschedule closer to my application date? It's obviously easier for me to find time to do the exam while I am on leave.

Eh - probably close enough. Give yourself another 2 weeks of work experience before you consider yourself to have met the 1 year requirement.
