Work experience doubt

Hi Team
I have a query on behalf of my friend regarding my work exp.

1- He was in Australia and in August 2017 he started his 1st full time job. The job was of a warehouse manager. (1 year)

2- In 2018 Sept. he moved to other job of customer service representative and worked there until mid Nov. 2019 (1 year and 3 months)

3- then he moved back to India and started working in the same field of customer representative from Mid January. (Still working)

He has been told that only his 2 years of work exp will be counted since he is filling it based on his current job.

Can someone please help me to clear that will the exp be counted for 3 years or 2 years only ?
And also when will this 2/3 years be completed as we don’t know how they calculate the time.

You can count all skilled work experience within the past 10 years. At least one year must be continuous (no gaps or breaks) and in the same NOC.
