Without getting a job can you apply for pnp/pr

Once you go to Canada on a student visa with a work permit and if you do not get a job during the study or after that too
then for how long can you stay there.
Also is it possible to apply for PR/PNP in any of the province without a job?
Does Manitoba province ask the same or the rules over there are different?

1- After you finish your studies in Canada, you get an open work-permit which is valid for the same duration of your studies (up to 3 years).

2- The only situation I know of where you can apply without a job offer is Ontario PNP when you have a master's degree.
