With PNP but No AOR received. Inland Applicant. Can I submit Express Entry profile?

We have provincial nomination from Manitoba. We submitted and paid our application on December 2020. but it has been 8 months and we did not receive our AOR.
We are inland applicants, family of 4.
We have more than 1 year of Canadian work experience.
We calculated our score and got 1012 points. Is it okay to submit Express Entry profile?
If we got accepted in the Express Entry/CEC draw and decided to submit application and we have to pay again...
Are they accepting refund for the provincial nomination that we paid for in December 2020?

Depending on the program you applied you will have to pay again.
IRCC will not route your application fee to another program.
You can withdraw from PNP (once you get ITA in CEC and apply). The refund will depend on if the application was accepted and in processing or not.
