some old posts from a couple of years ago mentioned PNP was faster, but now that the FSW is on hold unless you have a job offer, one would think the waiting for FSW should be short, is that right? any thoughts?

Both'd take the same time. No difference.

Thanks. So how long does it take now? the CIC website says FSW with job offer can be finalized in 6 months, is that still true?

No, it depends on the visa offices as well as the individual application. I would suggest to apply for PNP instead of FSW.
