Will visa office contact applicants' family/friends in their home country?

I just wonder if visa office will contact applicants' family and friends in their home country? The reason I ask because my case is in process in Buffalo and most of my family and friends in Thailand can't speak English very well. If they ask Canadian embassy to contact my family and friends, that would be no problem but now politic situation in Thailand make the embassy closed and we don't know when it will open again. I believe that this problem will cause of backlog for all visas. I'm just afraid that if they will contact my family and friends through Canadian embassy in Thailand then it will take a longer time for my PR to be done.

I have never ever heard of them contacting anyone in that nature.

Unless you have specified the embassy will not contact anybody else other than people on the application....even then it will be for an interview..and you are allowed to have a translater..
