Will file citizenship in Quebec but planning to move to Toronto in August. What to do ?

My wife is now eligible to apply for Citizenship and all papers are ready, but we are planning to move to Toronto this summer. What will happen to the file if I apply in Quebec but later move to another province ? will it slow down the process ?

What is the best way to deal with this ?

She has to apply as soon as she feels ready. Once she moves to Toronto, she'll change her address.

She has to apply first and then make a change to her address.
