I have a previous employer in canada but they are not wiling to provide me with the job letter for the period i worked. The team lead still works there and he is ready to provide me with the letter.

So, can i use a Job letter signed by him with all the job duties mentioned in the letter ?

Yes you can very well use it, attach his contact details and if possible copy of his company ID along with the letter.
