Will Canada embassy wait for the FBI certificate?

Hi guys:

one question about the waiting time for the FBI police certificate. If the applicant has to take longer than 120 days to have the FBI police certificate, will the Canada embassy grant more time, say, some extra months for the FBI stuff?

or the applicant will be rejected right away?

I sponsored my husband who is American. The Canadian Embassy in Berlin requested an FBI record. We were also worried about the time frame and asked per e-mail whether they would extend the waiting period. They agreed. Yesterday, 2 months after we sent off his fingerprints, etc. to the FBI, we saw on his credit card record that the payment for the certificate was deducted. But we are still waiting for the final o.k....
