Wife landing in a few weeks time. Can she apply for OHIP right away?

I sponsored my wife through the outland spousal sponsorship stream and she'll be landing in Ontario in a few weeks time. What's the earliest she can apply for an OHIP card? I've read through some of the other threads on this forum, and I see that some people are able to apply for OHIP cards even though their PR applications are still in process. Service Ontario's site on the other hand says that in order to be eligible for OHIP, we must have lived within Ontario for at least three months prior to applying.

Any idea guys?

She can apply as soon as she lands and has proof of residency but there will be a 3 month wait period before she actually has coverage.
