the other post is saying Chris Alexander will give a speech about EE tomorrow. I'd imagine just beauratic speech like how well we've done and such and such, but let see what he says

There's no draw because they aren't ready yet. There are a number of potential reasons, and it may be none, all, or some of them.

They may be experiencing technical difficulties.
They may be clearing a backlog of existing EE applicants.
They may be clearing a backlog of existing non-EE applicants.
They may be facing political ramifications.
They may be changing targets due to a large number of people declining and re-creating their applications.

If I had to guess, I'd suspect it's a combination of technical difficulties (of which there are many), and prioritizing the backlog of former applicants (who won't have those technical issues). Unless they announce something, all you are likely to get from anyone are guesses.
